ואין עושין עיר הנדחת: מנה"מ אמר ר' חייא בר יוסף אמר רבי אושעיא דאמר קרא (דברים יז, ה) והוצאת את האיש ההוא או את האשה ההיא איש ואשה אתה מוציא לשעריך ואי אתה מוציא כל העיר כולה לשעריך:
